据Bitcoin消息，Telegram可能放弃其发行ICO的计划，而将所筹资金投入开放网络，努力将其发展成为数字支付平台，并与BTC核心的类似产品竞争。Telegram的计划书称，该网络将使用区块链分账技术，或将成为新分散式经济中Visa卡和万事达的替代品。
