The High Court has issued a rule seeking to know why the order of the Divisional Controller of Accounts (DCA-Dhaka) on Apr 26 will not be declared illegal because of the timescale of the head teachers of the nationalized primary school. Ministry of Finance, Ministry of Primary and Mass Education and Controller General of Accounts have been asked to respond to this rule within ten days.

A bench of Justice Naima Haider and Justice Zafar Ahmed passed the order on Tuesday (May 8th) on the preliminary hearing of a writ petition. Barrister Fazle Noor Taposh, Barrister Abul Kalam Azad, and Barrister Zahir Uddin Babar argued for the writ petition. Deputy attorney general Mokhlesur Rahman was present in the state.

Barrister Abul Kalam Azad said, "In a letter signed by the Deputy Divisional Controller from the Divisional Controller of Accounts (DCA-Dhaka) office on April 26, it was said that the post of Assistant (Teacher) and Higher Education (Head Teacher) Scale is not available. But according to job rules of the nationalized primary school teachers, 2 (c) and 9 (1 and 3) of 2013, the head teachers deserve the time scale on the basis of employment. "In view of this, according to the rules of employment, the primary teachers received time scale benefits from 2013. However, due to the letter of the DCA, the Office of the District and Upazila Office of Maintenance Office unanimously approved the approval of salary and allowances of the head office teachers. In this situation, the writ petition filed in the High Court filed challenging the validity of the letter of the DCA on April 26.

Harunur Rashid Akand of Tarakanda Upazila of Mymensingh, Md. Habibur Rahman, Nabi Hossain of Haluaghat Upazila, Jahirul Islam of Gofargaon Upazila and Majhar Hossain of Trishal upazila filed a writ of writ petition with 108 teachers. The court issued the ruling on hearing the writ.
