he actually doesn't look neglected in my opinion. his hair is well kept, skin looks healthy, body size common for a toddler.
he is observing art, and appears to not be in danger.
Im assuming he is in a society of minimum of clothing due to the climate and culture.
maybe more info on the pic and why he is being described as neglected would clarify. thanks for sharing
