From what I have gathered, it is a promotional tool to help minnows boost their accounts and to recognize the efforts of hard working individuals who are trying hard to promote steemit in their localities. As a matter of facts both the minnows and the big brothers here are usually minnows. So two 2 minnows get their accounts boosted by minnow big brother fund @mwanjo every week.
