USA about to legalize recreational Marijuana?

Yesterday (Tuesday, 1st August), United States Senator Cory Booker from New Jersey introduced a bill with the purpose to legalize marijuana on the federal level, making it legal all across the United States.

If the bill passes through, the USA would be one of the first countries deciding to fully legalize Cannabis, after countries like Uruguay or Canada.

The potential new law would help to stop the war on drugs, which has been going on since more than 40 years and destroyed the lives of many victims. This war is also part of the reason why US prisons are highly overfilled. (The US has about 25% of all prisoners globally, but holds only about 4% of the world's population)
Much like in times of alcohol prohibition, cannabis prohibition leads to a huge blackmarket with all its damaging characteristics to society (organized crime, murder, etc.) , but doesn't provide a substantial use to help decrease the consumption of hash or marijuana.

These arguments for a legalization are only a small fraction of all.
There are many more bad consequences of prohibition.

It needs to happen, but I forsee a re-scheduling before a full legalization. This country can't even agree on healthcare. Don't see it agreeing on ending the war on drugs.
