Capitalism so efficiently allocates resources that it creates the illusion of unlimited, on-demand inventory. We aren't used to lines at the gas station, rationed water, or serious traffic jams on major roads (keep in mind from an economic perspective, a traffic jam is merely an artificial imbalance of demand exceeding supply). Hurricanes remind us of the reality of scarcity.
