Do those tubes around the driver serve as protection against flying car parts or something? I've never noticed them on F1 cars before.

Yes, they are called the Halo and although not really liked, they are there to protect the driver from flying car parts. A couple of years ago Barrichello was hit and put in hospital for a while and they started looking at what best to Do.
