This is quite a confusing statement. Everyone is rich enough to give charity. You don’t always have to give it with your money. You might instead give it with your time.
Also, charity should not be compared from person to person. We each come from different wealth backgrounds. It is like the story in the Bible where the poorest woman in the town still donated what she could and when she did, Jesus stated that she gave far more than any of the rich members of the town. It is all relative to what one has but none the less, everyone should give charity to others. It is as much for the giver as it is for the receiver ... if not more.
