Christian teachings: For rulers hold no terror for those who do right, but for those who do wrong

Christianity was born in the days of the Roman Empire, and by the time Jesus was living, the Roman Republic was giving way to the Roman Emperors. The Caesars, that was the title that the emperors used, asserted their authority throughout the empire, and Judea and Samaria were no exception to that authority.
In this context, the enemies of Jesus appear to him and set a trap for him to accuse him in front of the Roman governor of sedition, so they ask him: "Is it right to pay the imperial tax to Caesar or not?" Matthew 22:17, to which Jesus responds with one of his most important teachings: "So give back to Caesar what is Caesar's, and to God what is God's" Matthew 22:21.
Jesus with this answer teaches us that we must have an attitude of respect towards the constituted authorities, Jesus is a spiritual leader and not a military commander promoting a revolt.
The apostle Paul, who had Roman citizenship, continues with this explanation in his epistle to the Romans; being a christian, as explained by our Lord Jesus, means that we have to fulfill correctly to both, first for those who exercise authority, to Caesar in this case, but also for God, leading a life full of mercy (compassion, kindness) and piety (constancy):
"Let everyone be subject to the governing authorities, for there is no authority except that which God has established. The authorities that exist have been established by God. Consequently, whoever rebels against the authority is rebelling against what God has instituted, and those who do so will bring judgment on themselves. For rulers hold no terror for those who do right, but for those who do wrong. Do you want to be free from fear of the one in authority? Then do what is right and you will be commended" Romans 13:1-3.
