This is a good question. It also shows an underlying presupposition you have — That people can/will wait for God apart from the regeneration of the Holy Spirit.
I'm going to try and keep this short as to not bombard you with information, but give you a few passages for you to look up.
Romans 3:10-11 (ESV) states,
“None is righteous, no, not one; no one understands; no one seeks for God.
This is our default, natural state. In the Greek it literally says, "No one is a God-seeker." Apart from an act of God, not a single person.
Jump to Romans 8:7-8 (ESV),
For the mind that is set on the flesh is hostile to God, for it does not submit to God’s law; indeed, it cannot. Those who are in the flesh cannot please God.
Here, Paul doubles down. Apart from the work of the Holy Spirit, mankind is 1) hostile to God, 2) does not submit to God's law, 3) cannot submit to God's law, and 4) cannot please God.
Why do I say all of this in response to your question?

The answer is "No." They don't "wait". Waiting implies they are yearning with anticipation for God to call on them. Natural man doesn't desire God, doesn't desire to submit to God's law, and has no interest in being a God-seeker.
People don't reject God because their hearts are naturally inclined to evil. We aren't inherently good. We're not capable of neutrally evaluating the facts and coming to a sound conclusion if we were to just receive a convincing enough argument.
Our hearts are wretched at their core (Jer 17:9) and only if the Holy Spirit mercifully and graciously intervenes, replacing our heart of stone with a heart of flesh (Ezek 25:26-29) will we have any desire for God.
Without God's intervention we don't WANT God at all. Contrary to popular belief, salvation isn't an exercise of man's will, but an exercise of God overcoming the wicked nature of man and replacing it with a new nature which transform's man's will.
