This reminds me of a story in the Bible of the watchman. He is on a wall watching for invaders and if he sees them, he must notify the people in the city. If he notifies everyone, and they decide to do nothing, the watchman has still done his job. If he sees invaders coming and decides to not say anything, he is just as responsible for the trouble that follows as the invaders themselves.
