THE CIA. BLOWING OPEN. Mr. James Pars

Months ago I began an investigation into the "ZIKA VIRUS" that came ashore in Miami. A Jewish friend of mine, happens to be my best friend in town, urged me to take heed of the cry and argument being asserted from a small group of protestors against the local pesticide that was being used to combat the virus. Shortly thereafter, not by intention, rather, invitation, I began conducting a weekly internet based radio program on WynwoodRadio.com. Wynwood, interestingly enough, is where the first "case" of ZIKA had broken out. Really?

In a world of weaponization of social media, decentralization of everything from news to banking and the rampant flow of "FAKE NEWS" across mass media platforms and American television (nothing against Philo T Farnsworth) screens, our security is vastly being transferred. Last week the program I created and host on a weekly basis received former Bill Clinton presidential advisor, Robert BUZZ Patterson. He spoke about Clinton essentially misplacing the Nation's nuclear codes while serving in the White House. Something that was not leaked to the media for years afterwards. Is this how your tax dollars secure you at night?

The week prior I hosted best selling author, Daniel Estulin. He's sold millions of copies of his books throughout the world - yet his books are completely BANNED in England. Why? How? So my question is then, America... land of the free... home of the brave... what will be your stance? The show, as it turns out, happens to be one of my more successful interviews... if that be any indication of proving answer.

So, since then, sources with knowledge of a brimming situation in the CIA have contacted me and have asked that I submit a release.

The whistle being "blown" is regarding a current, under-cover, operative for the CIA. The agent's case has been heard in US Court and, to my assumption, thus, a number of articles have been released in its regard. Those include publications such as the DailyBeast, CNN and Pogo.org among many others (see list at end of this article).

James S. Pars CIA Whistleblower Talking Points

Mr. James S. Pars actions to seek for the CIA to uphold the rule of law with enforcement of reprisal protections mandated by US laws caused some at the CIA to consider him a threat to the workforce. Mr. Pars is not a threat to the workforce. Has never been a threat to the workforce. And will never be a threat to the workforce. Mr. Pars security file and performance evaluations, to include many years under the line of fire in war zones, carrying weapons, has been reported as exceeding performance standards; and recognized at very high levels. Mr. Pars has never had a security violation in his entire almost 18 years of employment at the CIA. Furthermore, a former Deputy Director for CIA at one point sent Mr. Pars a personal email congratulating Mr. Pars for his performance in a war zone. Mr. Pars actions to seek accountability in the Agency, however, is a threat to the bureaucrats who break the law and try to cover up the law breaking. And thus, those bureaucrats are responsible for nominating Mr. Pars as a threat to the workforce resulting in the Personnel Evaluation Board (PEB) nomination and determination to be terminated with revocation of security clearance.

Mr. James S. Pars is a XX-year-old first generation Cuban-American born and raised in XX, XX, USA. Mr. Pars Cuban native family included anti-Fidel Castro grand-uncles which served terms in Cuban prisons as political prisoners.

Upon completing his higher education late in life, Mr. Pars resigned from a successful business career to pursue a career at the CIA. Mr. Pars 14 years of professional business experience resulted in gaining awards and praises from superiors. And Mr. Pars earned his Bachelor of Arts degree while working full time. Graduating Summa Cum Laude from FXX International University.Mr. Pars began his career at the CIA as a Director of Analysis analyst transitioning over to the Directorate of Operations (DO). Gained DO Case Officer certification. And has demonstrated proficiency in a variety of intelligence disciplines. Mr. Pars performance appraisals throughout his 18 year career have been primarily excellent with some outstanding. Always exceeding performance expectations. Earning numerous awards, recognition, and two nominations for collaboration awards.

Mr. Pars served with distinction in three different war zones and another non-designated combat zone, but war zone type work. Earning awards, accolades, and praises of many. Mr. Pars contribution in these assignments came with significant sacrifices such as personal, family, and health, while in the direct line of fire on numerous occasions. Some of these include sacrifices included:

  1. Missing half a dozen family funerals because the work demanded Mr. Pars presence without returning home.

  2. Away from wife and daughter on many holidays to include in one five year stretch away for three out of five daughter’s birthdays, Christmas, and New Year’s holidays.

  3. Being awake for 40 straight hours in a very important and historic operation concluding with a ride on an airplane with a leaking casket by his feet with body fluids swishing through Mr. Pars shoes, and two decomposing bodies in body bags less than five meters from Mr. Pars.

  4. Numerous and uncountable indirect fire attacks (IDF) with rockets directly hitting buildings with Mr. Pars presence, very close nearby, and with one missing Mr. Pars by meters.

  5. And there are the significant health sacrifices associated with work in war-zones. Toxins, poisons, contaminated water, and so forth. Mr. Pars body has scars and ill-effects from the damaging effects of these war zone locations.

In December 2014 Mr. Pars deployed to a Base in a war-zone to serve as the Deputy Chief of Base (DCOB). Mr. Pars had just received two previous performance appraisals (2013 and 2014) of excellent and outstanding in direct support from HQS to a war-zone location with TDYs to a war-zone. With previous two years each receiving nominations for collaboration awards. Moreover, Mr. Pars almost five plus years of war-zone work with very senior Agency leaders in those positions, had well prepared him for the DCOB assignment.

Mr. Pars encountered a Chief of Base who was a very nice lady, but not up to the job of managing a warzone base. This was not a disagreement on management style, but became a serious issue with abuses of authority, gross mismanagement, waste, specific and significant endangerment to public safety, and likely Equal Employment Opportunity (EEO) federally protected age-related violations. Mr. Pars articulated his concerns to the chain of command which had no desire to hear anything related to the COB issues. The situation deteriorates and explodes with an incident between subordinates under the command of the COB and DCOB. The COB had been treating a subordinate as a son at the detriment of another subordinate. When the aggrieved and harassed subordinate had to endure too much abuses, the situation came a climax. At that stage Mr. Pars spoke up for the harassed subordinate. Mr. Pars at all times was professional handling the issues through approved internal channels to make protected disclosures. However, end result was a barrage of lies lodged against Mr. Pars to protect the COB and the CIA at the expense of Mr. Pars professional reputation.

The entire CIA bureaucracy “circled the wagons” on Mr. Pars with failures by any officer or office to provide any assistance and taking reprisal upon reprisal heaped upon reprisal. All internal systems failed.

  1. CIA EEO refused to assist and blocked efforts to assist Mr. Pars to gain access to any documents which would corroborate Mr. Pars version of events.

  2. CIA IG refused to assist and would not assist at all. Eventually feigned assistance only after Mr. Pars took a Joint Duty Assignment (JDA) position with the Office of the Inspector General for the Intelligence Community (IC IG).

  3. Component Human Resources refused to assist. Mr. Pars made it very easy to resolve all issues. All that Mr. Pars
    requested was to fix his derogatory performance appraisal from the Base and to provide a compensatory PCS assignment.

  4. Performance rebuttal process was a sham which worked hard to cover up for the CIA and COB.

  5. Grievance system had no desire to assist.

  6. In short, no one helped. Official CIA position was Mr. Pars was broken. Ineligible for any PCS assignment. Career severely damaged with career service not providing jobs. Mr. Pars lost a significant amount of income and entitlements provided by a war zone position.

The end result was Mr. Pars career was severely damaged. The DO refused to provide positions which were available commensurate with Mr. Pars experience. To include one position which was hard to fill and with Spanish language use. Mr. Pars lost almost $170,000 in guaranteed income with the Base short of tour. Lost promises of promotion. Was forced to reinvent himself with a JDA which resulted in no credit for JDA service. Had to switch to a new career service. From the DO to the Directorate of Digital Innovation (DDI). And upon his return to CIA from the JDA, the DDI refused to provide Mr. Pars with positions which were available on an immediate basis commensurate with his experiences. To include an immediate fill war zone position which would be advertised three times. Mr. Pars was again shipped off on a rotational assignment in July 2017. And given a poor promotion panel review feedback in November 2017. Total job denials exceeded 30 since April 2015. And again, Mr. Pars provided a very low bar for compensation.

However, the CIA all along was in cover-up mode.

The loss of income with a single income household family caused significant damages to Mr. Pars family life. Mr. Pars had to pull his daughter out of a badly needed private school because of his daughter special need at the time. Caused significant difficulties for wife’s US medical licensing processes. End result was a legal separation, wife relocation to her native country, daughter relocation to a foreign country, and now in process to file for a divorce.

Meanwhile, Mr. Pars while at IC IG worked as an Inspector in a team conducting a review of reprisal protections in the Intelligence Community (IC). Mr. Pars encountered a situation in which the IC IG General Counsel willfully plotted to undermine the evaluation. Seeking to have a report which was a “feather in the cap” for former Director of National Intelligence (DNI) James Clapper. And the IC IG GC placed restrictions on the team’s ability to conduct a thorough and independent evaluation meeting Council of Inspector Generals for Integrity and Efficiency (CIGIE) standards. Moreover, the IC IG and DNI leaked information to the press suggesting that IC reprisal protections were working during the time the team was conducting its inspection. Mr. Pars followed very strict IG tradecraft standards to ensure objectivity and independence of his work while conducting the reprisal protections inspection.However, the IC IG upon learning that Mr. Pars attorney had filed a lawsuit against the CIA, took an action of reprisal by sending him back to the CIA. A whistleblower alleging reprisal was subjected to an act of reprisal by the IC IG. Furthermore, the IC IG then referred Mr. Pars to be investigated for his role in the evaluation. The IGs could not conduct a reprisal investigation with Mr. Pars exceeding 700 days open, but the IGs mustered their forces to have another IG in less than 80 days finish an inquiry targeting Mr. Pars. The IGs launched an investigation against Mr. Pars while they were the ones with serious independence issues.

At the IC IG the General Counsel took actions undermining IC IG and DNI independence on reprisal protections. Moreover, the GC on the record disparaging the reprisal laws she was to enforce. Additionally, a significant amount of independent reporting in October and November 2017 uncovered significant and serious issues with the CIA IG on reprisal issues. The Acting IG for CIA IG, Christopher Sharpley, has three open reprisal investigations alleging he has taken reprisals against his own employees. CIGIE has referrals under review or had referrals under review for issues with Mr. Sharpley. And the allegations include the CIA IG Investigations staff not conducting reprisal investigations according to mandated standards. In short, the CIA IG has no legitimacy whatsoever on anything and everything that has to do with reprisal
investigations. And the CIA is covering up for its IG. In October and November 2017 the CIA was calling for his swift confirmation as the permanent IG, presidentially appointed and senate confirmed, for the CIA. And in July 2018 when Sharpley announced his withdrawal of the nomination and abrupt retirement, the CIA again was praising Sharpley’s work history.

Issues at stake with the Mr. Pars case are significant. These include:

  1. Reprisal protections in the IC are broken, not working, and cannot work with current laws. Clearly evidenced in the case of Mr. Pars with CIA IG failures and CIA cover-up.

  2. The IGs are part of the problem. The IGs in the IC have proven that they are incapable of conducting reprisal investigations in a timely manner meeting standards mandated by laws.

  3. The CIA has cemented itself as a serial retaliator hell-bent on defending itself against any reprisal claim no matter how much damage it causes an employee. Breaking laws to defend itself. Defrauding complainants.

  4. Mr. Pars faithfully served this country at great personal sacrifices, only to have his life severely damaged by CIA lies and fraud with a termination scheduled on 26 September 2018 and security clearance revoked while the law breakers at CIA continue with employment and a security clearance.

  5. As the premier Human Intelligence organization in the world, as it claims to be, the whole world is watching to see how the CIA will either continue to cover up or fix the Mr. Pars reprisal case. If the CIA is unable and unwilling to treat its employees like human beings, then why should any human being seek employment at the CIA or seek to volunteer its services?

Bottom line here is, America has been made great because of truthful, honest, hard work. In my opinion it are these attributes, along with various freedoms, such as press, speech and religion, that have made the USA a beacon of hope for the world.
