清水寺是日本最古老、最著名的佛教寺院之一。始建于公元798年。这座占地13万平方米的寺庙由慈恩大师创建，相传慈恩大师是唐僧玄奘在日本的第一个弟子。
清水寺（Kiyomizu Temple）内有一瀑布，名音羽瀑布，流水清洌，终年不绝，该清泉被列为日本十大名泉之首，清水寺的寺名也因此而来。
1994年，清水寺被列入世界文化遗产。 四周绿树环抱，春季时樱花烂漫，是京都的赏樱花名所之一。
