I wonder if they could just charge all Uber car owners a taxi license. Then they could say, "we allow Uber, you just need to pay for it".

Ya, of course they can do this, but you can see that the taxi license is just so expensive which is not afforded by most of the uber driver. And that is exactly what we need the government to adjust the law to feed the practical situation in Hong Kong.
