To watch a porn movie in some countries, like England, all users have to do is register, pay subscription fees, and then instantly watch the videos they want. This regulation is practically a bit loose, because even the elderly British can watch the adult show.
Seeing this problem, the British authorities also took decisive action. The reason, in the Digital Economy Act which will take effect from next April, the prospective adult viewers must include their identity card when registering.
To do so, the British Government also created a system called 'AgeChecked'. By using this system, users must verify their age using credit card details, SIM, and other information such as valid ID or passport.

"With the Digital Economy Act coming into force in April 2018, online businesses need to give serious consideration to how they see the age of their customers," said AgeChecked CEO Alastair Graham, as quoted from the Express page.
Graham further said that all this time, the owners of porn sites only include a tic box, where site visitors are asked whether they are 18 years old or not.

"The system only provides a tick box stating that an 18-year-old visitor is not enough," he explained.
Graham insisted that if the owners of porn sites do not want to follow the new rules, then they will get a pretty heavy fine.
"So if the business people do not follow this law, then they will face big fines and other punitive actions," he continued.

Unfortunately, not all parties support the government's decision. One example is a group called Open Rights Group. They have their own views for this rule.

"Age verification can lead to pornographic companies building a database of porn lovers in the UK, which can be vulnerable to hacking, as happened to Ashley Madison," said Open Rights Group Executive Director Jim Killock.
Even so, the British government will still enforce this new regulation. The reason, they want the British society is still under age, can not access pornographic films because it can interfere with their mental development.
