加密货币具有隐匿性和不空监管性，也就意味着政府不能监管加密货币的流通，但政府一定要是要监管的，这就使政府数字货币具有矛盾性。或许，央行发行数字货币只是货币数字化的一种手段--代币化，不能属于加密货币。

要我说，目前日常生活中的移动支付已经实现了数字化。央行的数字化货币顶多是企业一端和刷存在感。

个人看法，更直白的说，央行不想移动支付诸如支付宝、微信占据太多的市场份额，限制支付宝和微信中用户存放的资金，央行一直想介入移动支付市场，无奈用户不买账，现在处于区款连的风口，央行想着继续分一杯羹，但依然无法摆脱央行的身份，无法发行真正的加密货币，只能发行数字代币，混淆视听，借机从移动支付领域扩大自身的市场份额，当然，国内的企业只能任由国内听凭政策的约束，所以，央行发行数字货币，也许因占尽政策的优势在国内市场会有所作为，如果强制让企业买入代币，企业只能照做，别无他法。

我的理解，央行不会那样小格局的盯着企业如支付宝什么的。央行可能看的格局更大，现在世界贸易主要还是以美元作为标的，比如通过加密货币颠覆美元霸权货币的地位。
