不是很明白 智能合约的用法。 是谁来草拟合约 又是由谁来如何判断合约是否满足呢？

      举个栗子：ICO的众筹地址就是一智能合约，由ICO发起团队通过solidity拟定，函数功能都在合约里定义。当用户选择函数并触发智能合约时（比如领取代币），由EVM（以太坊虚拟机）执行
