Is it OK to have a look at the source code from inspect element when trying to learn HTML and CSS???
Answer: Yes, you can have a look at source codes when you are trying to create any website. Source code helps you to create awesome web pages. If you have no idea then source code will help you a lot. I would say that you should experiment or look at the source code right now..

It really depends on how complex a page source code is. Every browser these days provides a debugging tool which can be used to inspect each elements and their behaviors. But if the page is too large, it might be too overwhelming for a beginner to understand. I am certainly for learning to code as opposed to using drag and drop tools but code should be simple for beginners.
