Very common, here in Portugal, tile artwork. Always in blue tones. This one is located in park of Fontelo in the city of Viseu.
This tile artwork, represents the oil painting of Saint Peter, created by the portuguese Renaissance painter, Vasco Fernandes, a.k.a Grão Vasco. It has been reconstructed due to a vandalism act, that is why the face looks a bit diferent.
The original painting can be seen at the museum in the historical part of the city. Which is of course named Museum Grão Vasco :)
"Glory to Grão Vasco" is what says under the tile.
