The Punisher 2099 #1 (February 1993) by Marvel Comics
After his family is murdered by the serial killer Kron Stone, Jake Gallows is outraged when Kron is set free with little more then a slap on the wrist due to his social status. Disillusioned by the legal system of his era Jake uses the War Journal of Frank Castle as his inspiration, taking up the mantle of The Punisher. Written by Pat Mills and Tony Skinner, drawn by Tom Morgan and Jimmy Palmiotti.

I remember loving the Game Genie way back when. Some of those old NES games became waaaayyy easier with it.
Punisher 2099 looks every bit as violent as I remember the old marvel Punisher comics.
