How can I start a community?

I used to be able to search for things and get SOME results. I just searched for: punkrock, punk, hardcore, metal, music, and #music. Each time it said nothing found. What the hell? I'm mostly on this sight to discover punk music from around the world and to share the bands that provided the soundtrack for my life over the last 35 years.
Can I start a punk/ hardcore community group? Are there qualifications? Is the search feature going to be fixed?
