I agree with you, but i do not think this is the case at all.
It seems these accounts may be excluded completely.

They'll have 'their' steem 'network' soon.

Good point, my fault there :)
Anyway, (in my opinion) seeing what JS did validated entirely the need of the Soft Fork. The takeover it's the proof which shows that the elected witnesses we're correct.
