It is more than a 20+ year old dispute over land ownership and use in Clark County, Nevada between the federal government and Cliven Bundy, his family , and other ranchers and supporters that has caused the current situation.

On the one side, the Secretary of United States Department of Interior authorized the Federal Bureau of Land Management (BLM) to oversee use of lands claimed by the United States.

On the other side, Cliven Bundy, his family, and supporters claim that the land belongs to them, and they do not accept or honor the federal government's claim to the lands.

Who is right? Let's look at the history of these disputed lands.

HISTORY:

There is no dispute that the Indians populated the area now known as Nevada, since time immemorial. On this point everyone agrees. Some of the tribes that have continuously inhabited the area for millennia before Europeans are the Paiute, Shoshone, Walapai, and Washoe. These peoples, who originated in the eastern United States, are an extended part of the Algonquin tribes of the Powhatan Confederacy, that was seated in Virginia and expanded south and west. Descendants of these tribes live in Nevada and surrounding area today.

TIMELINE SUMMARY:

There are currently no official records available about Nevada pre-history before these tribes expanded there. The first recorded encounters with Europeans occurred with the Spanish Empire explorers in the 1520s. Those explorers declared the area New Spain in 1535, on behalf of the Holy Roman Emperor Charles I and V.

The Spanish Empire at that time was the first to be described as "the empire on which the sun never sets".

2016
Cliven Bundy arrested in Portland, OR airport.

Senator Harry Reid (D - NV) urged President Obama to designate Gold Butte as a National Conservation Area, while Cliven Bundy and some supporters were incarcerated for a separate, similar incident in Oregon

President Obama, at the end of his term, (under U. S. Antiquities Act of 1906) signed Executive Order which established Gold Butte a National Monument Area in Clark County (no livestock grazing and no industrial development)

Gold Butte National Monument connects Lake Meade National Recreation Area (SE Nevada) with Grand Canyon-Parashant National Monument (NW Arizona); creating the largest swath of conserved land in Nevada

Groups that supported this Executive Order were: State of Nevada, Clark County, and Las Vegas Paiute Tribe

Cliven Bundy, family, and supporters publicly expressed anger about this Executive Order, at public hearing at Mesquite City Hall (same city where alleged Las Vegas shooter Stephen Paddock resided)

2017
President Trump signed Executive order to review the Antiquities Act of 1906

U. S. Secretary of U. S. Department of Interior penned recommendation for the reduction of the Gold Butte National Monument; President Trump has not acted on this recommendation, but did sign Executive Orders that reduced other National Monuments.

CONCLUSION:

These lands still belong to the indigenous peoples.

The United States Department of Interior is a self-appointed trustee to these lands until such time as the heirs or descendants of the original owners make claims.

State of Nevada Constitution is not valid due to insufficient population at time of original signing.

The United States, via Department of Interior, makes claims to lands that have previous owners; therefore, is required to disburse livestock grazing fees as payment to the original owners, their heirs and descendants.

The United States Department of Interior, via Bureau of Land Management (BLM) bought back all livestock grazing leases and sold them to Clark County, where Las Vegas is the county seat; in order to remove the ranchers and either preserve or use the SILVER, GOLD, AND COPPER mines as it sees fit.

Clark County now owns ALL the livestock grazing leases within the county; is the only entity that can contract with BLM for this purpose; therefore, takes on the responsibility of disbursing collected fees to the original owners, their heirs and descendants.

Las Vegas is the location of the Federal trials against Cliven Bundy and other Defendants; originally scheduled to begin on 10/10/2017; was postponed due to the shootings; and may result in mistrial for lack of unbiased jury pool . Or, it may be dismissed as moot, due to lack of contractual obligations.

President Trump is to accept the recommendation of Secretary of Interior with regard to reduction of Gold Butte National Monument, and allow for the livestock grazing of Cliven Bundy and the other ranchers in Bunkerville.

Cliven Bundy and each Defendant are to be restored and allowed to have permanent use of the Bunkerville Allotment, free and clear, without a livestock grazing lease; until such time as the original owners, or their heirs or descendants make claims to it. All past grazing fees owed by Cliven Bundy are waived, and he and each Defendant is to be reimbursed for all attorney fees and other costs.

The United States government is holding these lands as National Monuments, because of the SILVER, GOLD, AND COPPER; and is expanding claims by designating more and more lands and waters as National Monuments and National Conservation Areas; therefore, is obligated to collect and disburse collected fees to the original owners, their heirs and descendants.

The United States shall not enter into any agreement with any foreign powers or individuals regarding use of these said lands.

Indian tribes authorized by and under jurisdiction of United States government are not-for-profit organizations, and are therefore, NOT eligible to make claims. Only private individuals are eligible to, and shall make claims.

Absolutely. U. S. citizens don't want or need that pipeline. And, most of those investors are foreign banks, anyway.
