How often do contests like this happen on Steemit? Is there a page or pages I can follow for this sort of thing, as well as maybe beginner art stuff? Steemit is so new, I haven't poked around everything yet so if anyone can point me in the right direction I'd appreciate it.

There isn't a list I know of. This will run every 2 weeks with an art contest on the opposite weeks - to generate art for the next art prompt writing contest.
