For me it's a murder because as we can see he has a walking aid placed on the side of his locker, so how could he hang himself using the chair on such distance if he's a disabled person?

I think this is murder.
Reasons:

With the crutches in the room, it shows that the victim has some movement difficulty. The position of the crutches are a bit far away from the point the victim is hanging. He couldn't have moved that far without his crutches.
Look at the reading table, there is a pen and a book, this means that the victim had been reading. Under the reading table is a broken alarm clock which indicates that some form of struggle had taken place while the murderer was trying to get the victim away from the table to the point of murder
The two drinking glasses on the table are an attempt by the murderer to make the death scene look like it's suicide. The positioning of the glasses gave him away though. Both glasses are in front of a chair. It should have been one glass for one chair.
It's a murder.

There are walking sticks beside the wardrobe. He can not go on top of the stool to commit suicide.
Normally the person who will commit suicide will leave the room regularly so that the suicide note appears.

so this not a suicide, and the murder would be any where :)

meanwhile the shading of objects in the drawing done wrong.
