Well, every time they fix something 3 new problems come up. Example: They fixed the runway and then they noticed that the airport itself is way to small and needs some extensions. Which requires planning, time and money.
Also they tried to close down the existing 2 airports before the new one was finished. Which would make Berlin the only world capital without a working airport for years if not decades. Because the other 2 ones needs to be repaired and they don't want to spend money on them anymore.
