Schools in the US and the disconnect with the federal governmemt

As we can see, there is no order to close all schools in most of the US, and the decision is left to the school districts. In my state there are more than 200 such districts, and at the county level decisions are made to teach in person or online. We offered in person teaching since August 2020. Our federal government will tell us next week, as the POTUS said yesterday, when and how we can reopen schools. Interesting.
