Not mentioned in the headline, the National Intelligence Council and four other government agencies think natural zoonotic transmission was the most likely origin of the virus. The CIA and another agency remain undecided. The FBI believes it was a lab leak. The Department of Energy has low confidence for its position.
I don't know if this will ever get fully resolved unless we get hard evidence. We don't know the animal reservoir of the ebola virus and it has been nearly 50 years since the virus was first discovered. It seems the scientific community generally is leaning towards zoonotic transmission and there have been several research papers to that effect, but I don't think either side has much confidence.
Good luck getting to the bottom of this with this Congress though given who they decide to hear from.
Among scientists I never saw any of them rule out an actual lab leak spillover of collected specimen. Just ruled out man-made virus and leaned towards zoonotic given base rates. Most viruses are zoonotic spillover not lab leaks. SARS notably.
