说点eos的问题

估计ＢＭ都没有想到CPU会成为问题，动不动CPU就不够用，这个要想不出现这种问题，就提前抵押更多的eos,所有人都提高抵押，cpu时间就更短。造成大量了普通帐号无法操作，这使整个主网的效率低下，不知道 会不会改变机制。
