It doesn't take much to get banned in Iran!
I have a small website on neocities which appears to be banned in Iran. There's nothing political, religious or even remotely controversial on the site. I'd hate to be that sensitive!
Downvoting a post can decrease pending rewards and make it less visible. Common reasons:
Disagreement on rewards
Fraud or plagiarism
Hate speech or trolling
Miscategorized content or spam
