How would you stall criminal activities without incurring their WRATH??

We live in a World where criminals abound , even among our immediate family and neighborhood.While some shroud their activities in secrecy , others are quite audacious, planning and wreaking their expletives publictly

How would you dissuade to truncate planned activities by known criminals without incurring their wrath and or animosity??
