CHASE Bank ATM FAILURE...Blamed on Russians...again?

as I've been following up with the Economic developments on a Macro scale, I've recently seen Economic theories and practices that most would say its "Impossible" to be happening happened, like:
• North Korea launched another ICBM
• US Navy challenges Chinese Sovereign Waters
• hyperinflation of a Currency @Venezuela
• both "Bail-in" & "Bail-Out" being implemented simultaneously @Italy
• nations & states going into Insolvency @Greece, @Spain, @Portugal, @Puerto-Rico @Illinois , just to name a few.
• banking institutions closing branches on a rampant scale as per link below

Only to add supporting Actors to play out the script...With a recent spate of news regarding:
• Government Shutdowns/Insolvency issues
• retailers closing stores
• banking institutions closing stores
• automotive industry with surplus of stocks

The movie titled Global Financial NUCLEAR MELTDOWN can be seen to be already be in play with The above news article by @rtnews regarding @chasebank's atm failure across the nation is something that I would consider to be:

the Most convenient excuse ever. just Blame the Russians or could this be what most Gen X/Y & Millennials have not seen before or understand... a bank holiday run vs the depositors?

This could be the most interesting development besetting the current American Economic infrastructure...as for a well established banking institution like @chasebank to carelessly NOT have anyform of Cyberspace Security implementation within their business platform is nearly impossible to believe/accept.

Critical thinking Required:

• why would they (the #Russians) shut down the atm facilities for just 1 bank & NOT ALL BANKS and completely remove the available funds?

• could it be possible that it was a deliberate action to cease funds being withdrawn from the bank as it would reduce the amounts of funds available to the bank due to the Fractional Reserve lending system that all banks apply...(just read the fine print of the terms and conditions to your banking or financial institutions, it literally translates to saying that the monies deposited into the system would immediately equate to it belonging to the bank)
