While China bans ICO, Canada supports the sale of coins

While China bans the sale of ICO, Canada supports the sale of ICO coins. "Credit of the Quebec authorities" intends to give a chance to using Blockchain.
To show its support for ICO, AMF has determined that the sale of coins by socially responsible companies has begun the Impak Finance investment. AMF also releases Impak Finance from some of the requirements that are commonly required by security securities so that ICO materializes.
According to Patrick Theoret, Director of AMF's Corporate Finance Division, the move is a test to determine if there will be investor protection issues:

"We are ready to relieve some of the requirements, as is the case with the tests. This is a test to see if there are any problems with investors. "

Impak Finance has decided to participate in the project because of its belief that regulators are genuinely interested in supporting the digital currencies sector. Impak Finance president Paul Allard commented:

"I had worked with regulators a few years before Impak Coin, and I knew they were willing to adapt their regulatory framework to help the crypto currency sector."

I don't understand why china banned ICO's it seems like they are just saying they don't like money. Whats the upside of it?

because there's a good probability that they jack you crypto and run... stop it now before it gets abused.
