Basics:
High-Performance Blockchain (HPB) is a Chinese project looking to combine the advances of blockchain technology with hardware acceleration. The HPB architecture is looking specifically to target some of the biggest players in China: Baidu, Alibaba, and Tencent.
Concept:
As their name implies, HPB is developing one of the fastest blockchain platforms in the industry. They claim they will be able to handle 1+ million transactions per second.
The open-source software will target major corporations in many different sectors to assist them with data management. Allowing these corporations to speed up data transfers would lead to major cost savings and make HPB a valuable commodity.
HPB boasts a few major partners in it's early stages, namely NEO and UnionPay. Anyone who has been around the crypto space recognizes NEO and their well-established project. HPB will be the first blockchain to support NeoVM, the virtual machine that will execute NEOs smart contract code.
This is a huge partnership alone, but they also have an even bigger partnership in UnionPay. UnionPay is the largest player in the Chinese data game. They do 80% of Chinese transactions, which is one of the largest data markets in the world and does over $12 trillion USD annually.
Coin Value:
According to CoinMarketCap, the current supply is unknown, and thus the market cap is also unknown. I have read from unconfirmed sources that HPB has stated a 28 million coin supply. Either way, a limited supply and likely very low market cap at the moment leaves a lot of room for growth with this project.
Team:
There seems to be a lot of promise on the HPB team with experience coming from several major corporations including Intel and Huawei. Their CEO seems to be well-respected in China for blockchain tech, but I have not found any well-sourced information to back that claim.
I have also seen some misinformation being spread that they have a Nobel Prize winner as an advisor. This is true in a way, but he was actually a part of the Large Hadron Collider, which won the Noel Prize in physics in 2013. This is quite impressive either way in my opinion. HPB also has advisors from NEO and UnionPay who should be able to help with growing pains.

Conclusion:
Being a Chinese project there is a little concern in the transfer of information to English. I can't tell if there is a working product as of now, and their timeline is a little vague, but I believe it is stating that a beta will be released in Q1 2018. If the beta comes out and works as well as they claim, this project will explode.
However, the risks are clearly there. They are making a grandiose claim at 1+ million transactions per second, and that kind of claim has red flags all over it. Being so early on in the project I do think it is worth a small investment in the "high risk/high reward" section of your portfolio. If all things go right (this is a big "if") with this project we could be looking at a top 20-30 market cap coin in late 2018.
