When we talk about censorship on the Internet, China comes to mind first of all — this country erected the Great Firewall to protect its citizens from the influence of civilized values (freedom of the individual, change of power, pluralism, independent judiciary), which would sooner or later lead to a change mode. The Great Firewall is called the “Golden Shield” in China. It was one of the program projects of the Communist Party. And also the most expensive of such projects in the history of the Internet. The firewall centrally filters traffic, prohibiting access to certain resources at the discretion of the authorities.
Researchers introduce 2 definitions: centralized and decentralized control. The first type refers to the situations that China and Iran found themselves in — the authorities of these countries initially took control of the Internet and established strict content filtering, which greatly “facilitated” their control over citizens. In Russia and other countries, it was quite the opposite — the Internet developed on its own, the state had almost no control over providers, operators and users, and even more so there was no question of blocking media sites, activists and politicians or their Instagram pages. Therefore, researchers call the example of Russia, Great Britain, India and the USA decentralized control. It is distinguished by the presence of a large number of actors (actors are referred to in the scientific literature as such) with different motivations. For example, even if in the conditional year 2010 the initiative to disconnect Russia from the Internet appeared, it would be illegal and technically impossible.
The Solcial project took up this issue. The developers of Solcial state that “Our main goal is to create a more open, inclusive social network that promotes freedom of speech and helps citizens express their opinions in a civilian way, without government interference or fear of being banned or persecuted.”
