Cex.io is one the few exchanges accepting easy fiat deposit (via credit cards and wire transfers) and trading outside of US (US citizens and some other favorites has coinbase also). Alas, they closed new users registration like most of exchanges during the "December pumps" (which may have caused a subsequent fall).
Cex is back
Although the message "New User Registrations Are Temporarily Suspended" still glows on cex.io main page, today some of my friends successfully passed the registration.

Another good news not announced officially is that they've added XLM (Stellar Lumens) trading.
Maybe this will give an opportunity to overall people to enter cryptocurrency market and finally stop the ongoing dump?
