For those of you that have been in the crypto market at least as long as January, you know how bad the crypto market has been hit. From one piece of FUD to another, it has just been heading downward. Down past the point in which (at this time) hit its climax in December. Then if you can really remember clearly, most of this FUD all started with the uncertainty coming from South Korea (let me remind you that a huge percent of crypto money comes from South Korea). Tracing back to the time in September when they put out a ban on ICO's all over South Korea. So even though this ban did little in South Korea overall, if they lift it, it shows they could be having a shifting mood in the crypto sphere.
A shifting mood that could also bring the market back to normal when they themselves go back to normal. To specify clearer what their actions will be on ICO's let me explain. They will be allowing ICO's but they will have very strict rules on becoming a ICO. I think they have realized the number of scams, and are only doing this to protect the common person of South Korea. They want to be able to keep some control over these ICO's, and that's all. It is really hard to follow all the ICOs that is coming on the market, but at least regulations will help to have better projects.
