CEX.IO may not take all USA credit cards. I is my experience that only a select few credit cards will be excepted due to the credit card bank being open to the purchase of cryptocurrency related purchases. For Genesis Mining hash purchasing I needed to try multiple credit card before finding one of four that was authorized. Good luck in finding one that works. CEX.IO was declined on the same credit cards that were rejected by Genesis Mining.
