Downvoting a post can decrease pending rewards and make it less visible. Common reasons:

You can do it programmaticaly with the API any time. I believe to do it in the interface you need a certain amount of steem power. Then you're upvote button will have a slider bar next to it. I don't have enough steem power for that so I'm not 100% sure.
