I am not exactly sure what he meant by crazy, but I am speculating that he meant crazy upward. Bix and JSNIP4 get insights from Clif High that are not publicly available.
I know Clif's webbot predicts that BTC will go to $6,800 before the next severe correction in BTC. When BTC corrects it sometimes takes to whole market with it. But in the February 2018 time-frame Clif is calling for BTC at $13,000.
That's as much as I know.

According to Bix "roota" is a programming term. I'll admit that I am not familar with that term.
I am pretty sure that Bix interprets "roota" as a reboot. A reboot of the financial system to get off a fiat system and return to a currency-backed system like the gold standard.
