It is not just the police along the route that makes its ETA longer.
The road is near unmotorable. it isi n a horrible state to state it mildly. If public officials and politicians are barred for as little as three months from flying and to go via road on local trips on routes that should not exceed 6 hours. I am pretty sure there would be an improvement.
