I had the exact same problem yesterday and it is extremely upsetting and frustrating!! When I did the same thing two days ago it worked fine. I must imagine that Coinbase had a lot of ETH withdrawal request yesterday tied to EOS auction ending and their system or software could not handle it. It is still pending after 17 hours!!!! This is not acceptable but I am not sure what my other options are in terms of a different exchange... Very upsetting...
