One thing I do want to mention is that this article lists Testnet as Q1 of 2018 and Mainnet as Q2-Q3 of 2018. The Testnet is already up and Nebulas is expected to go Mainnet in Q1 of 2018 (max of 8 weeks away). In Q4 of 2018, Nebulas will really start to take shape with Nebulas Rank (NR) and Developer Incentive Protocol (DIP) going active.
