Lisk Relaunch is it just an advertising strategy?

In the crypto world it was proven very effective before that if any coin can create a certain hype around it, the coin can see again in value to about 150%
due to the chain effect that happens in the starting of the hype.

So the first question i asked my self is this Relaunch due to real changes or just a new makeover to the old same coin.

i see the mater as a hype, until i see at least the website changes that Lisk representer talked about.
until then i am waiting, so, i can really decide if it a long run investment or just buy and dump opportunity.
