Minister Wopke Hoekstra of Finance wants to regulate international trade in cryptocurrency to tackle improper use of digital coins. A prohibition is not obvious.
He wants to bring cryptocurrencies within an "appropriate regulatory framework" without jeopardizing the potential of the technique.
For example, the conversion of digital currencies into regular money should not be allowed to go unnoticed. The minister wants exchange platforms and providers of storage vouchers for cryptocurrencies to be covered by anti-money laundering directives.
Legislation should be finished by the end of 2019

I think this will be the norm for EU countries, countries in southern and eastern Europe are even more likely to take EU regulations with a grain of salt and probably will put little effort into enforcing it.
