Sapphire Radeon nitro rx 470 4gb mining edition giving low MH/s, help???

Lately I've been wanting to try mining cryptocurrencies and I've done lots of reading. I got my hands on an old office computer that no one was using, fixed it, cleaned it and upgraded it. It has AMD Athlon 7850 Dual-Core Processor 2.80GHz and 4GB or Ram, running 64-bit Windows 10 system.
2 days ago, I bought one Sapphire Nitro rx 470 4gb mining edition to learn the whole process. Since I am living in a student dormitory, where the state is paying the electricity bill, I thought it would be a great idea to secretly mine cryptos with one or two video cards (more video cards might get me busted xD )
I had lots of trouble getting it recognized in Linux and in Windows 7, so I installed windows 10 to do the mining process. I updated everything and installed the latest driver for the hardware. This cards serial number starts with A1750-xxxx, when I checked it out with GPU-Z, it says it has elpida memory type. I am using Claymore's Ethereum miner in Ethminer pool.

So, the problem is, out of the box, this card is giving me 17 mhs. I was expecting it to be at least 22-24 on stock settings. It's a quite big letdown for me. I am noob at all mining, bios modding and overclocking; can you give me any tips on what to do next? I am getting lost in all these numbers and I am really stuck here. you are using the wrong amd driver/software.
