There are two factors that can assist you decide which exchange to join:
What city are you in? - Different exchanges will impose trading restrictions on different regions.
What kind of cryptocurrency are you looking to purchase? - You can buy and sell different currencies on different exchanges (similar to how stock markets work around the world)
You'll be able to identify the larger exchanges that are confined to some of the top crypto currencies like BTC, ETH, and LTC (ie Coinbase) all the way down to the new ICOs that come out and trade for fractions of a dollar on smaller exchanges based on this (ie. Ether Delta).

After you've taken care of the aforementioned, you can sign up for an exchange, potentially wire / buy with a credit card / debit card - or buy with a 3rd party / live / bitcoin ATM, and then send your funds to your exchange wallet.
