Nope. It sure as hell an expensive one to be a scam. And with all the bitconnect shit going on lately I think that will push scammers away.

Nah man. I agree, but just because he may be non-technical doesn't mean he doesn't surround himself with people that know their shit. He could just be the guy with the idea and the money to pay people to create for him. We'll see though. It's always a positive thing to be skeptical and keep your eyes open for stuff.
