The Pelacor Arbalest is one of those cards that is really well balanced and certainly useful in specific situations combined with the Sloan Summoner thanks to the Double Strike which makes it capable of doing a ton of damage. The relatively high cost and Low Health makes this card quite vulnerable though. Most of all I would say that this is just a fun card to have and the fact that it also has the fly ability is always useful as the Earthquake ruleset is quite common.
With a high mana cap to work with and slow as a ruleset, I played General Sloan as summoner for my life team. The Shieldbeared works quite well in this spot as the 2 speed which is usually a weakness becomes a strength and it deflects the attacks away from the Pelacor Arbalest which is very vulnerable. I put that in 2nd last place in the safest zone in order to keep it alive as long as possible. In 2nd and 3rd place I placed 3 rather slow Sneak battles with the Sand Worm and the Silvershield Assassin which both also can attack from 1st position when needed. The Bila The Radiant was a good safe low speed high mana monster to put in 4th spot also protecting the Pelacor Arbalest against snipe attack. In last place, I played the Cyclops in last place as it is one of the best monsters to place last in slow speed batlles
I played this game with my alt account which is still in Silver league at the start of the season on the verge of moving to Gold and it turned in a fairly easy winner.
