Downvoting a post can decrease pending rewards and make it less visible. Common reasons:

Yes. After you delegate steem power, there is a 7-day waiting period (one reward cycle). This is to prevent people from setting up multiple accounts and simply switching delegated steem power between these different accounts to circumvent voting power.
I'm also interested to know if you can write decently, and if so would you like to write a feature section for @authorisation?
